Given the reality of race and its historic, cultural, and institutional impact, we not only need progressive economic policy development, but we must reimagine the roles and practices of community and government in addressing inequity. To achieve this, we must start with a clear understanding of the meaning of racism in America and the ways that race is hard-baked into our institutions. We must move beyond defining racism as individual acts of bigotry. An institutional and structural approach to racism names our history and its cumulative impacts, and provides policy solutions that cut across multiple institutions.

In the 1960s, many believed that the civil rights movement’s successes would foster a new era of racial equality in America. Four decades later, the degree of racial inequality has barely changed. To understand what went wrong, Patrick Sharkey will share why we have to understand what has happened to African American communities over the last several decades and what urban policies that have the potential to create transformative and sustained changes in urban communities and for the families that live within them. He will outline a durable urban policy agenda to move in that direction.
